NER programs are developed bearing in mind the lifelong
learning needs of our audience and are structured on the four
dimensions of lifelong learning: namely, learning about cognition,
learning about working, learning about community living, and
learning for development and are aimed to achieve our tripartite
goals of audience life, work, and education. |

Program Planning |
| |
With the main thread of program strategy to develop
the radio station into a specialized broadcaster, the programs
are divided into several time slots according to the nature
of the content for the listenersˇ¦ convenience. Major program
categories include the following: |

News and Public Service |
| |
For news programs, the aim is to report education
policies and directives, to communicate education ideas and
to commend the good deeds and create a warm loving society.
In order to make sure that we provide fast, accurate, and objective
news reports, we have produced not only educational/cultural
news programs to help disseminate education policies and directives
but also education commentaries to maintain a balanced news
reporting in both depth and breadth. The NER News is broadcasted
daily in four different languages of Mandarin Chinese, English,
Southern Fukienese, and Hakka. Our news programs also invite
experts and scholars, school teachers and students as well as
parents to join the discussion and communicate ideas regarding
education related issues including reform policies. The Education
Interchange program is designed to answer audienceˇ¦s queries.
Through interviewing outstanding teachers, students, and laymen
and reporting inspiring true stories, the program hopes to arouse
the good nature in human and to help build a harmonious society. |

Further Education |
| |
NER produces eleven language teaching programs
tailored to the general audience including English, Japanese,
German, French, Spanish, Russian, Arabic, Korean, Vietnamese,
Thai, and Indonesian, and airs course programs for the Open
University and open junior colleges of commerce and administration
to provide an access for adult further education.
In line with the education reform directive, NER has invited
scholars and experts to produce a series of teacher education
programs to help update the knowledge and competence of elementary
and secondary school teachers so as to open up a new window
for them. |

Education Profession |

NER produces a variety of educational and cultural
programs on special education, vocational education, home education
and parenting, as well as on counseling, environmental protection,
and folk arts and cultures to help enrich the life information
and enhance the quality of life for the public. |

Striking a Balance between Localization and Globalization |
| |
In order to fully participate in the international
community, NER has produced wide-ranging English education programs
to help uplift the speaking ability and listening comprehension
among our citizens, and has planned a good number of English-Chinese
bilingual programs to provide cultural and educational information.
In the meantime, NER has developed various cultural programs
for audiences of the different ethnic backgrounds in Southern
Fukienese, Hakka, and a variety of indigenous languages, in
order to help promote ethnic assimilation. |

Utilizing Technology to Create a Knowledge Economy

In order to make sure that knowledge and culture
are utilized repeatedly and preserved permanently, NER has since
1999 digitized its program production to increase efficiency
and value in the process, and has established a diversified
database comprised of a program bank, music bank, information
bank, and audience bank to ensure efficient data use and retrieval
as well as the effectiveness of program production. |

Ubiquitous Radio Engineering |

NER currently has 18 FM radio broadcast channels
and two AM channels. The development and control of on-air
audio quality is under the charge of the engineering division
of NER. As the broadcast technology advances, the NER
engineering division has planned and completed the installation
of various new technologies including the DALET digital
programmer, satellite relay broadcasting, network radio,
remote sensing and control, and mechanic operation automation
in recent years to improve the on-air program quality
and to provide the audience with a diverse listening experience.
In addition, to better integrate with digital communication
media, NER participated in the Digital Audio Broadcast
Testing Radio Program on June 14th of 2000. For future,
NER will engage more actively in the digital broadcast
engineering to better prepare itself for the challenges
in the new era of radio broadcasting. |

Information Network Application |
| |
With the approaching of a digital era, the
demand within NER for computerizing information is increasing
by the day. The information department of NER is responsible
for the planning, construction, and maintenance of the
NER network, which includes specifically the installation
and maintenance of the mainframe and the application systems
for the various operations units, as well as the computerization
of the management of personnel attendance records, budget
accounting affairs, and official archives. It is expected
that these computer systems will effectively increase
the work efficiency and productivity of our staff. |

Network Audio Database Construction |
| |
To integrate the Internet with broadcast
resources, NER provides a great variety of on-line services
on its Web site. The audience can download and listen
to the broadcast through the network audio database and
pre-recorded program search system. The database provides
altogether 5,900 program units under 39 categories. In
addition, the Internet broadcast network enables real-time
listening and live image broadcasting so that the audience
can listen to and view the program simultaneously at anytime,
anywhere. The Cultural/educational news search system
preserves all news scripts by NER reporters for the retrieval
and utilization of school teachers, students, and the
general public who care about the cultural and educational
events. |

Promoting Top Quality Service |
| |
To improve service quality and organizational
image, NER has set up a service center to serve as the
official single-window service contact to the public.
The service center is staffed by patient, loving personnel
to provide services for our audience, including program
information provision and searching, program cassette
copying and mailing, audience feedback processing and
reply, contacting and receiving of guests including visiting
school teachers and students, and NER program information
direct mailing.
In the face of intense competition in the modern radio
broadcasting market, promotion and marketing have become
an important issue that broadcasters must address. The
service center is thus also responsible for audience survey
and research, promotional activities, and external public
relations. Despite a pluralistic role, the service center
has always aimed at ensuring the greatest benefit and
convenience for the audience and making continuous improvements
on our service quality. |

Logistic Support and Supply |
| |
NER is a government-run organization. Hence,
like any ordinary administrative institutions, NER has
under it the secretary, personnel, and accounting units,
which together provide the logistic support for the frontline
production teams. The secretary department takes charge
of general administrative and supportive affairs, and
office environment and facility planning. The personnel
department manages employee training and handles employee
welfare matters. The accounting department is responsible
for budget control, cash flow management and relevant
accounting affairs. The three units provide timely administrative
support and together make up the most powerful supply
station for all NER employees. |
