The Value-based Strategy
   
1. In program design and production, NER emphasizes a categorization strategy to better utilize the automated programmer and the digital database to improve production efficiency and effectiveness and to ensure program quality and consistency.
2. NER will construct an information database to help enhance its service quality and listening rates. This will help ensure a comprehensive information service for schools and social education groups for the purpose of information sharing.
3. NER will strengthen its news reporting function to better serve the needs of a pluralistic society. In addition to the cultural and educational news, it will provide a balanced coverage on domestic major events and international (including Mainland Chinese) cultural and educational news.
4. NER will ally or collaborate with international broadcast radios to gradually move onto the international stage.
     
  The Vision-oriented Strategy
    The future world will be based upon the double axes of technology and human resources, in which digital broadcast will be the mainstay in the broadcast market of the 21st century. To better meet with the future trends, NER will continue to update its equipment and introduce digital technology in order to strengthen its hardware performance. On the other hand, since human resources are the most important software support, to win the heart of the audience will require high-quality program planning and production. For the future, NER will continue to recruit radio broadcast professionals and to provide long-term training for its staff to ensure a steady and healthy development of the organization. Green route indicates all programs transmitted via STL
Red route indicates all programs transmitted via FM
To strengthen signal transmission quality, the programs are also transmitted via satellite.
